The Road Safety Act 1986 (the Act) governs road use in Victoria. The Act provides for –
• registration of vehicles
• licensing of drivers
• offences related to road use, including offences involving alcohol or drugs
• evidentiary provisions related to offences, including detection devices
• operator onus
• impoundment, immobilisation and forfeiture of vehicles
• parking and traffic infringements
• private parking areas
• heavy vehicle regulation; and
• general matters, including the use and disclosure of information held by VicRoads.
The provisions of the Act are designed to promote road safety and help reduce injuries and deaths on Victoria’s roads. In 2009, Victoria had the lowest road toll of all the states in Australia and the Act is the platform on which this success has been achieved.
The Act which started off in 1986 as 84 pages long is now over 700 pages long – with 500 pages of legislation added in the past 10 years. While still very effective, the Act is now criticised as unwieldy and difficult to understand.
As the Act approaches 25 years of operation it is time to review the Act and consider how it can be reshaped to provide the platform on which future road safety gains can be pursued.
This site has been established to assist all stakeholders and road users to contribute to the review of the Act.

All road users and stakeholders are invited to make submissions to the Road Safety Act Review.
